Dear Mayor Gaskins, Vice Mayor Bagley, and Members of Council, I'm a resident of Alexandria, and I'm writing ahead of Tuesday's update on the city's Flock ALPR program. [Add a line or two here — why this matters to you.] Simply switching vendors away from Flock won't fix this problem. Data from any ALPR can be misused, hacked, or reached by the federal government with nothing more than an administrative subpoena, no matter what guardrails we try to impose locally. And APD still hasn't shown any evidence that these cameras actually make us safer. The real gap is that we installed 61 cameras that risk Alexandrians' civil liberties, without a single public vote. I hope Council will direct the City Manager to: 1. End the city's Flock contract immediately and turn off the cameras. 2. Put a public oversight process in place that will make it clear to Alexandrians what surveillance technologies are being considered, how they will be used, and how risks will be managed. Implementing a model like the ACLU's Community Control Over Police Surveillance (CCOPS) framework would help us achieve this. 3. Hold off on any further ALPR installations until that process is in place. We can't afford to make the mistake we made with Flock again.
